My theory about Musk is he holds some sort of grudge against the original creators of Twitter, which is why he's taken it upon himself to burn it to the ground. Slowly, so the creators can watch their years of hard work gradually come undone. There's no other way a sane man thinks of charging a "reasonable fee" to let users send private messages to celebrities. Come on.
